No — once the stump is ground below grade and the cambium is destroyed, the remaining roots die and decompose in the ground over the next few seasons.
Not immediately — the ground chips need time to break down and the soil biology has to reset. We recommend waiting 6–12 months, or excavating a fresh planting hole to the side.
